OPT为国际学生在美毕业之后可以合法工作的一种身份许可。申请时间上，移民局规定国际学生最早可以在毕业前的90天开始申请OPT。
一般情况下，移民局审理OPT的时间在三个月左右。申请提交的越早，移民局受理的速度就越快，申请者收到工卡(EAD)的时间就比较早。
而今年的情况却大不相同。几位在今年申请OPT的朋友向我们反映，移民局对OPT审理时间显著增加。今年三月初提交的申请，三个多月过去了却久久得不到回音。
没有收到EAD，则无法开始工作。对于已经拿到Offer等待入职的朋友们来说，他们不得不推迟自己的入职时间，只能在家焦急地等待，甚至与自己心仪的Offer擦肩而过。去移民局官网查询自己OPT的受理状态，却发现三个多月过去了，自己前面还有100多号。
对于今年OPT申请的大规模拖延，美国移民局表示他们将实施一项计划来解决该问题，会尽力将申请处理时间恢复正常。
