今天（1月31日）下午，特朗普政府正式宣布：自2月2日起，将暂时禁止曾在14天内到访过中国的绝大多数外国公民入境美国；并且，对于返程的美国公民及其直系亲属、以及绿卡持有人，若其曾在14天内到访过湖北省，则需要在入境后进行最多14天的强制隔离；若曾在14天内到访过中国其他省市，则需要面对比以往更严格的入境筛查，并被要求进行最多14天的自主隔离。
美国签证中心早些时候也在其官网发布声明：美国驻华使领馆宣布将取消2月3日这一周的移民和非移民签证预约。其表示，将尽快恢复签证服务，但暂时未提供具体日期。对于受签证预约取消影响的申请人，其声明已支付的MRV签证申请费用在支付之日起一年内依然在所购买的国家有效。

北京时间1月31日凌晨，世界卫生组织（WHO）在最新召开的新型冠状病毒应急委员会中，宣布将此次疫情列为“全球关注公共卫生紧急事件(PHEIC)”，并发布针对此次疫情的防控措施指导建议。

早在该决定发布之前，多个国家及地区就已发布入境禁令，以控制疫情的进一步扩散。其中，最早一批发布入境管制规则的国家及地区包括：台湾、香港、马来西亚、新加坡等；禁令内容多为限制以下人群入境：来自湖北省或持有湖北省签发护照的中国公民；于14天内到访过湖北省的人员。（点击查看部分禁令内容，更多详细条例还请参看官方声明）另外，多家航空公司也于近日宣布，取消部分往返于中国的航班，有出行计划的读者请注意查看相应航班官网信息。
